My research examines, from a political science perspective, how the development of science and technology is promoted or regulated within domestic politics, and how these processes shape international security. In recent years, I have focused particularly on the cases of the United States and Japan, analyzing policy developments surrounding the creation and protection of innovation ecosystems. In doing so, I pay close attention to their implications for national security as well as to the multifaceted nature of emerging technologies.
Message
The advancement of science and technology has enriched people’s lives, while also serving as a driving force that reshapes balance of power among states and, at times, fundamentally alters the nature of warfare. As such, it has exerted an undeniable influence on international politics. From the perspective of security policy, it may seem that the use and governance of science and technology should be guided in a straightforward manner toward enhancing national security and maintaining international stability. However, it is not evident that all actors share the same values or pursue identical objectives. In practice, states face challenges not only in reconciling their interests with those of other countries, but also in addressing domestic tensions arising from existing structures of interest and social norms across sectors such as the economy, industry, and academia. To understand contemporary security dynamics, it is therefore essential to move beyond a focus solely on military confrontation among states and to consider the complex and multilayered involvement of diverse policy domains and stakeholders. The politics of science and technology is not only a rapidly evolving field but also one with a rich historical body of research. Depending on where one places emphasis, a variety of analytical perspectives become possible. I look forward to engaging in deeper discussions with all of you as we explore these issues together.
